Foreign employment in Uzbekistan is authorised twice over: the employer holds a permit to attract foreign labour, and the person holds a confirmation of the right to work. Both matter — employing without the permit is as prohibited as working without the confirmation. The system then carves out generous exceptions: highly qualified and qualified specialists file no employer permit, and founders, large investors and remote workers abroad are exempt outright.
