The exemptions map to how the state wants capital and talent to arrive. A founder of a foreign or joint enterprise works freely for up to three months — enough to open the account, hire and set the company running. An investor whose stake reaches 8,500 BCV works in that organisation in any role with no permitting procedure at all. Remote workers abroad are outside the system entirely. And the qualified categories keep only the personal confirmation, dropping the employer permit and the labour-market test that comes with it.
