The employer’s right to attract foreign labour. Issued to the company by the Agency for External Labour Migration.
Подтверждение — the confirmation
The individual’s right to work in Uzbekistan. Issued to the person — working without it is prohibited.

Since 1 December 2018, highly qualified and qualified specialists are exempt from the employer permit — they need only the confirmation.

Highly qualified means a graduate of a top-1000 university with at least five years’ experience in the profession. State fees are set as multiples of the base calculation value and move when it does; the figures above are today’s.

Foreign investors — 8,500 BCV+
Invested roughly 3.5 billion UZS (≈$280,000) in shares or stakes of Uzbek companies, or created a foreign enterprise? You may work in any position in that organisation — no permitting procedure at all.
Founders — the first three months
Founders of foreign and joint-venture enterprises may work without a permit or confirmation for up to three months — enough to open the account, hire, and set the company running.

Do I need a work permit to work in Uzbekistan?
Generally yes, on two sides: the company needs a permit (разрешение) to attract foreign labour, and you need a confirmation (подтверждение) of your right to work. Highly qualified and qualified specialists skip the employer permit entirely, and several groups are fully exempt.
What is the difference between a permit and a confirmation?
The разрешение is the employer’s right to attract foreign labour, issued to the company by the Agency for External Labour Migration. The подтверждение is the individual’s right to work, issued to the person. Working without a confirmation is prohibited — and employing without a permit equally so.
Can I convert a tourist visa into a work visa inside Uzbekistan?
No. Visa-free entry cannot be converted into work-authorised status from inside the country — the visa application happens at an Uzbek consulate abroad, on the company’s invitation.

Who counts as a highly qualified specialist in Uzbekistan?
A graduate of a top-1000 university with at least five years’ experience in the profession. The category files no employer permit, pays 1 BCV, is valid up to 3 years with unlimited renewals — and brings residence for the family and a 50% personal income tax reduction.
How much does a work permit cost in Uzbekistan?
State fees turn on category: 1 BCV highly qualified, 2 BCV qualified, 30 BCV general — plus 1 BCV application review in every category. The categories table above shows what each comes to today. Our fee is from $900, scoped to the specialist and the role.
How long is a work permit valid?
Highly qualified and qualified: up to 3 years, with unlimited renewals. General: 1 year, renewable once.
Exemptions
Do I need a permit if I am the founder of the company?
Founders of foreign and joint-venture enterprises may work without a permit or confirmation for up to three months — enough to open the bank account, hire, and set the company running.
Do foreign investors need a work permit?
Not if the investment reaches 8,500 BCV — roughly 3.5 billion UZS, about $280,000 — in shares or stakes of Uzbek companies or a foreign enterprise. Such investors may work in any position in that organisation with no permitting procedure at all.
Do remote workers abroad need a permit?
No. People working for an Uzbek company remotely from abroad need neither the permit nor the confirmation.
The process
How long does a work permit take?
Realistically two to three months to entry — accreditation, the employer permit where required, invitation and consular visa — plus a further two to four weeks to completion. The confirmation review itself takes 15 days through my.gov.uz.
What is the labour market test and who is exempt?
Proof that the role cannot be filled locally — part of the employer permit for the general category. Highly qualified and qualified specialists are exempt from both the test and the permit.
Can my family get residence with me?
Highly qualified specialists and their family members receive temporary residence for the term of the employment contract. Anyone staying beyond their visa or visa-free period needs temporary residence.
