Highly qualified means a graduate of a top-1000 university with at least five years’ experience in the profession. State fees are set as multiples of the base calculation value and move when it does; the figures above are today’s.

State fees are separate and turn on category — from 824,000 UZS for a highly qualified specialist to 12,772,000 UZS for a general one.
