Who registers companies in Uzbekistan?

Registration in Uzbekistan is an administrative act carried out by the Public Services Centres, and for a filing made over the internet it is carried out by their software rather than by a person: the System compares what was filed against the state databases, and where the two agree it enters the record in the register, generates the certificate and files both in the electronic document repository. The consequence worth knowing is that there is no discretion to persuade. The grounds for refusal are a closed list, and the act says in terms that refusing for any other reason — including that the registrar thinks the company inexpedient — is not permitted.
