Can a company be registered in Uzbekistan online?

Short answer

Yes. The act gives two routes and only two: online through the portal, or in person.

OnlineThrough the Single Portal — the request is built step by step in a personal cabinet and can be paused and resumed at any stage (Registration Regulation, Paras. 4, 10 — lex.uz ↗)
In personAt a Public Services Centre — paper originals in one copy, and an officer types the form from them (Registration Regulation, Paras. 30, 31, 35 — lex.uz ↗)
SignatureThe online route needs a digital signature — obligatory for every non-citizen founder (Registration Regulation, Para. 13 — lex.uz ↗)
RepresentativeThe in-person route accepts a power of attorney — a representative files with an identity document and proof of their powers (Registration Regulation, Para. 31 — lex.uz ↗)
What the law provides

The regulation offers the applicant two ways in and closes the list: over the internet through the Single Portal by means of the System, or in person under Chapter 5. An online request is assembled in stages, saved at each one, and may be interrupted and continued later; the System fills in whatever the state already holds, so much of the form arrives pre-populated. (Registration Regulation, Paras. 4, 10 — lex.uz ↗)

Which route a foreign founder takes turns on the signature. Requests for a company with non-citizen founders must carry those founders’ electronic digital signatures, so a founder without one cannot complete the online route themselves. The in-person route is the alternative the act provides: a representative may file, producing their own identity document and the instrument granting their powers — a power of attorney, a contract, or a decision of the founders. (Registration Regulation, Paras. 13, 31 — lex.uz ↗)
