What the law provides

A foreign individual can be the sole founder of an Uzbek company. The Investment Law counts foreign citizens and stateless persons permanently resident abroad among foreign investors alongside states, international organisations and foreign companies, and the 2018 decree abolished the separate requirement that a foreign legal entity be among the participants of an enterprise with foreign investments. The same decree cut the minimum foreign share from thirty per cent to fifteen and the minimum charter fund from 600 to 400 million UZS. (Decree UP-5495, Para. 6 — lex.uz ↗)

For an ordinary company none of those thresholds applies at all — they condition a status, not the right to own. What secures the right itself is the guarantee against discrimination by citizenship, place of residence, place of economic activity or the country the investor or the investment comes from.
