Can a foreign founder open an Uzbek bank account remotely?

Short answer

The instruction provides for it in three cases. In practice banks do not do it.

ProvidedThe act permits remote opening in three cases — legal entities whose founders are residents, individual entrepreneurs, and IT-Park resident companies whose founder is a non-resident (Bank Accounts Instruction, Para. 8 — lex.uz ↗)
ConditionalOnly where remote identification is possible — the bank must have the conditions for it, to the standards of the Financial Action Task Force (Bank Accounts Instruction, Para. 8 — lex.uz ↗)
HowThrough the registration system or an offer contract — inside the automated state registration system, or by accepting the bank’s offer published on its website (Bank Accounts Instruction, Para. 8 — lex.uz ↗)
UnusedEssentially no bank offers it — banks treat remote onboarding as too risky, so assume someone attends in person
What the law provides

The gap between what the instruction allows and what a bank will do for you is the whole of this answer. The permission is real and was widened on 27 October 2025 to reach IT-Park resident companies with a non-resident founder — a description many foreign-owned technology companies fit. What has not changed is that banks do not use it. (Bank Accounts Instruction, Para. 8 — lex.uz ↗)

So plan for a person in the room. That can be the director, whoever holds the role, or a representative acting under a power of attorney; shareholders who are not the director do not attend. Where an account is opened remotely the instruction drops the usual rule that signatures are affixed in front of a bank employee, which is a fair measure of how much that rule normally matters. (Bank Accounts Instruction, Para. 30 — lex.uz ↗)
