The register’s. Its electronic file of the founding documents prevails until you correct the difference.
The act settles the hierarchy explicitly, and it runs against the paper in the company’s own file. Where the founding documents held in the register’s database as an electronic file differ from those the business entity holds, the register’s file has priority; where the register’s data records differ from the register’s own electronic file of the founding documents, the data records have priority; and for entities registered before 1 April 2017, the register’s entries prevail over the corresponding pre-existing state registers. (State Register Regulation, Para. 8 — lex.uz ↗)
That priority is not permanent — it holds until the discrepancy is removed through the registration or re-registration procedure. The practical reading is that a difference is a filing to make rather than a dispute to have, and that the charter a company should be working from is the one it can pull off the portal.
