Does an Uzbek company need a local director?

Short answer

The director need not be a citizen — but must be reachable by the system.

Any passportNo citizenship requirement — the director may be foreign
Two IDsA tax ID and a digital signature — the director files and signs through the electronic systems, so both are unavoidable
One visitThe bank identifies the director in person — the single in-person step of the whole setup
What the law provides

The law does not require the director to be an Uzbek citizen. It does require the director to function inside the system: an Uzbek personal tax ID (PINFL), a digital signature for the filings the company must make, and personal attendance at the bank’s identification when the account opens. A founder who will not travel therefore either appoints someone on the ground or takes a directorship service; a founder acting as their own director plans for the trip.
