Investors may contract freely with foreigners, who may enter and stay for the contract’s term. It does not remove the permit rules.
The Investment Law gives investors and enterprises with foreign investments the right to conclude employment contracts freely with citizens of any foreign state and with stateless persons permanently resident abroad, for the purposes of their investment activity — and gives those employees the right to enter and remain in Uzbekistan for the whole term of the contract on multi-entry visas. Questions of pay, leave and pension provision are settled in each contract, and wages and other lawfully obtained income may be transferred abroad without restriction once tax is paid. It is worth being exact about what this does not do. The article confers a freedom to contract and a right of entry and stay; it does not state that a work permit is unnecessary, and the labour-migration rules that govern permits sit in their own legislation.
