Electronic documents, or PDF scans — one file per document, 200 dpi minimum, 10 MB maximum.
The regulation sets the technical form of the filing as precisely as it sets its content. Documents attached to the request must be electronic documents; a request may also be sent with scanned copies of paper originals in PDF. Each separate document goes in as its own file, scanned at not less than 200 dots per inch so that every authentic feature of the original survives, and no one file may exceed 10 megabytes. These are the rules a rejected upload usually breaks: several documents merged into one PDF, a phone photograph below the resolution floor, or a scan of a legalised bundle large enough to cross the size limit.
