PINFL is the 14-digit personal identification number assigned to everyone in Uzbekistan — citizens, foreigners and stateless persons alike. What the digits mean, who needs one, how a foreigner obtains one, and what it costs.

PINFL meaning: Uzbekistan’s personal identification number

PINFL stands for Personal Identification Number for a Physical Person — in Russian, персональный идентификационный номер физического лица. It is a unique 14-digit code assigned to every individual in Uzbekistan: citizens, foreigners and stateless persons alike. Think of it as Uzbekistan’s national identification number, used across government services, banking, taxes and more.

Why you need a PINFL in Uzbekistan

The PINFL is much more than a number. It is the unified identifier that connects you across separate systems, each of which would otherwise know you only by name.

  • Government services — registering for licences, permits and official documents.
  • Banking and finance — opening accounts, borrowing, transacting.
  • Healthcare — accessing medical services and health records.
  • Taxation — filing, and being recognised by the tax authorities at all.
  • Business — every shareholder and the director of a company is recorded by PINFL, so the numbers exist before the company does.
  • Residency and travel documents — it is embedded in ID cards, passports and travel permits.

As of March 2021, the PINFL became the single official identifier for everyone using state, banking, social and other services, and taxpayer accounting in the tax authorities is carried out with it. You cannot avoid it — it is essential infrastructure for living and working in Uzbekistan (Resolution 177, para. 1).

How a PINFL is structured: the 14 digits

The PINFL consists of 14 digits arranged in five groups — X XXXXXX XXX XXX X. Understanding the structure helps you read and verify a number rather than merely copy it (Regulation, para. 5).

  • Group 1 — sex and century of birth, one digit. 1 and 2 are a man and a woman born 1800–1899; 3 and 4, born 1900–1999; 5 and 6, born 2000–2099.
  • Group 2 — date of birth, six digits, in DDMMYY order.
  • Group 3 — region or city code, three digits, 000–999: where the person was registered or the application was made.
  • Group 4 — sequential number, three digits, 000–999: the order among people born on the same day in the same district.
  • Group 5 — check digit, one digit, calculated modulo 10 over a repeating 731 weighting to catch errors.

Who needs a PINFL in Uzbekistan

  • Uzbek citizens receive one automatically, when a birth is registered with the civil registration authorities. It then appears on the biometric passport and ID card.
  • Foreign nationals must obtain one to get an ID card or residence permit, to work legally, to open a bank account, or to register a business.
  • Stateless persons receive one when obtaining travel or residency documents in Uzbekistan (Regulation, paras. 2, 8).

How foreigners get a PINFL

Five steps, and which documents you bring depends on your status rather than your nationality.

Step 1 — prepare the documents. A temporary resident brings the passport of their own country; permanent residents bring the residence permit (вид на жительство); a stateless person temporarily resident brings their travel document. Someone acting through a representative — the route a business owner abroad uses — sends a power of attorney recognised under Uzbek law, a copy of their own identity document, and a digital photograph to ICAO standard, and the representative brings their own identity document. Someone applying from abroad at a mission sends a copy of the identity document and the same ICAO-standard photograph (Regulation, para. 9).

Step 2 — go to a data collection point. Three places take applications from foreigners: the migration and citizenship departments of the internal affairs organs, the State Services Centres found throughout the country, and Uzbek embassies and consulates abroad. A representative acting under a power of attorney files at a State Services Centre (Regulation, para. 8).

Step 3 — the application form. An operator at the collection point fills out the electronic questionnaire (анкета-заявка) on your behalf and you confirm it: full name, date of birth, sex, citizenship, phone number, email if you have one, and biometric data — fingerprints and a photograph. Applicants acting through an authorised representative are excluded from both the personal appearance and the fingerprints, by name, which is what makes the remote route possible at all (Regulation, paras. 10, 11).

Step 4 — submit and wait. The regulation gives the Ministry of Internal Affairs one business day to form the number for a foreigner, whether the application came from inside the country or from a mission abroad (Regulation, para. 13). In practice, a foreigner who walks into a State Services Centre with a passport is usually handed the number at the counter in about five minutes. The business day is what the state undertakes; the five minutes are what tends to happen.

Step 5 — receive it. The number arrives in electronic form. You can take it at the collection point, retrieve it through the United Portal of Interactive State Services as a QR code, or ask for a paper certificate (справка) at your option (Regulation, para. 14).

Cost and payment

Good news: the PINFL is completely free. No charge is levied for issuing one, whatever your citizenship or residency status, and the regulation says so in those words (Regulation, para. 2).

PINFL for foreigners abroad

If you are outside Uzbekistan and need a number — as a foreign national, or as an Uzbek citizen who never received one — apply through an Uzbek embassy or consulate. Processing is one business day, the documents are a copy of your identity document and an ICAO-standard photograph, and it is free like every other route (Regulation, paras. 8, 9, 13).

When a PINFL is reissued

In rare cases the number itself is reissued. There are four grounds and no others:

  • Erroneous assignment — the original number was generated with an error.
  • A corrected date of birth.
  • A change of sex, following an official legal change.
  • Adoption (Regulation, para. 15).

To reissue, return to a data collection point with the documents proving the change. The ministry then pushes the corrected number out to the information systems of every interested state body, so you are not left notifying them one at a time (Regulation, paras. 16, 17).

Can you lose or replace a PINFL?

Your PINFL is permanent and unchangeable, except in the rare cases above. Unlike a passport or an ID card, the number itself never changes — only the documents that display it. Lose the card and the number survives; the replacement document carries the same one. It is also why a second application is refused where a number has already been assigned: it is retrieved rather than issued again (Regulation, para. 12).
