Proof of a PINFL comes in two forms and both are the state’s own: a certificate of the assigned number, issued by the collection point at the applicant’s discretion, and a QR-code link to it through the single portal of interactive state services. Beyond those, the number is carried in the documents it belongs to — biometric passports, ID cards and residence permits — under the ICAO standard for machine-readable documents. A number formed in error is corrected rather than argued about: re-issue is available where the original was wrongly formed, and on a change of date of birth or sex, or on adoption. The applicant returns to a collection point with the documents evidencing the change. A refusal, meanwhile, has only three grounds — false information about oneself, a number already assigned, or documents that do not meet the regulation — and it can be demanded in writing with reasons, and appealed.
