How do co-founders confirm they agree to found the company?

Short answer

By a confirmation the System emails each of them — unless they are foreign, in which case they sign.

Two or moreEvery founder must consent — a request for a company with two or more founders must carry each founder’s consent to being one (Registration Regulation, Para. 13 — lex.uz ↗)
By emailThe System sends the confirmation — to the founder’s email address as given in the request (Registration Regulation, Para. 13 — lex.uz ↗)
IdentifiedAnd identifies the founder — through the unified identification system or facial recognition (Registration Regulation, Para. 13 — lex.uz ↗)
ExceptNon-citizens are outside that mechanism — their consent travels as their electronic digital signature on the request (Registration Regulation, Para. 13 — lex.uz ↗)
What the law provides

A company with more than one founder cannot be registered on one founder’s say-so. The request must contain each founder’s consent to joining the founders, confirmed through a notification the System sends to the email address given for them in the request, with the founder identified through the unified identification system or by facial recognition. The consequence is practical: a wrong email address on the form stops the filing, because the consent never arrives. (Registration Regulation, Para. 13 — lex.uz ↗)

Founders who are not citizens of Uzbekistan are expressly outside that mechanism, and their agreement is evidenced differently — by their own electronic digital signature on the request itself. A missing founder’s consent is also a ground of refusal in its own right where a share is being transferred. (Registration Regulation, Paras. 13, 40 — lex.uz ↗)
