Registration itself is already 30 minutes. The expedited option is for capital and share changes — 2 hours instead of 16.
There is nothing to expedite about a first registration: the act’s own deadline is real time and not more than thirty minutes, and the System performs it without a human in the loop. The expedited option exists for the filings an officer must actually read — a change to the charter fund, or a share passing to someone new — which the ordinary timetable gives sixteen working hours. Expedited handling of those is at the applicant’s choice and costs one base calculation value beyond the state duty, paid into the Public Services Agency’s off-budget fund, and brings the review down to two working hours. The regulation adds the sentence that makes it a real undertaking rather than a fee: where documents submitted for expedited handling are not handled in the expedited manner, the additional payment is to be returned to the applicant.
